1、 Project Overview

Jiangsu Renxin Environmental Protection Technology Co., Ltd. is located in Jiangsu Lianyungang Chemical Industry Park. In order to solve the problem of difficult waste acid disposal in chemical enterprises, Jiangsu Renxin Environmental Protection Technology Co., Ltd. has constructed a waste acid resource reuse project, with an approved operating scale of 162100 tons/year of waste hydrochloric acid and 109300 tons/year of waste sulfuric acid. In actual operation, the company has optimized product plans, etc, According to the Environmental Impact Assessment Law of the People's Republic of China and the Management Measures for Post Environmental Impact Assessment of Construction Projects (Trial), Renxin Environmental Protection has commissioned the preparation of a post environmental impact assessment report for waste acid resource utilization projects.

2、 Overview of the potential impact of construction projects on the environment

Waste gas: The waste gas generated in this project mainly includes tank farm respiratory waste gas, acid pretreatment workshop decolorization, pressure filtration and other waste gases, methanol and residual distillation waste gas, workshop tank farm respiratory waste gas, lime silo and lime digestion waste gas, hydrochloric acid post-treatment workshop slurry and leaching waste gas, sulfuric acid soaking workshop waste gas, sulfuric acid post-treatment workshop iron removal, silicon aluminum removal waste gas, magnesium sulfate drying waste gas, hazardous waste warehouse waste gas, etc. The main pollutants are HCl Sulfuric acid mist, methanol, toluene, and other organic waste gases.

Wastewater: The wastewater of this project mainly includes waste gas treatment wastewater, equipment ground flushing water, initial rainwater, circulating cooling water drainage, and domestic sewage.

Noise: The noise of this project mainly comes from the operation of production equipment such as ore washing machines, crushers, ball mills, mixing tanks, and public equipment such as air compressors, fans, pumps, and cooling towers.

Solid waste: The solid waste of the project is divided into hazardous solid waste and household waste. Hazardous solid waste mainly includes distillation residue, waste resin, waste activated carbon, waste filter cloth, laboratory residue, waste lead battery, waste oil and waste cloth generated in the machine repair workshop.

3、 Key points of countermeasures and measures to mitigate adverse environmental impacts

Waste gas: The breathing waste gas in the current tank farm is treated with first level water absorption and first level alkali absorption before being discharged through a 15m high exhaust pipe. The sulfuric acid nickel precipitation waste gas is treated with third level water absorption and discharged through a 15m high exhaust pipe. The lime silo and lime digestion dust are treated with a bag filter and discharged through a 15m high exhaust pipe. The sulfuric acid iron and silicon aluminum removal waste gas is treated with two levels of alkali absorption and discharged through a 15m high exhaust pipe, Magnesium sulfate dry dust is treated by a cloth bag dust collector and discharged through a 15m high exhaust pipe. Methanol and residual distillation waste gas are water-cooled and deeply cooled, and together with the respiratory waste gas from the workshop tank area, decolorization and pressure filtration waste gas from the acid pre-treatment workshop, they enter the third level water absorption and first level activated carbon adsorption treatment before being discharged through a 15m high exhaust pipe. Hydrochloric acid slurry and hydrochloric acid leaching waste gas are discharged through a 20m high exhaust pipe after being absorbed by first level water and second level alkali absorption treatment, and iron is removed The waste gas from silicon and aluminum removal is discharged through a 20m high exhaust funnel after being treated with primary water absorption and two-stage alkali absorption. The waste gas from hazardous waste warehouses is discharged through a 15m high exhaust funnel after being treated with primary alkali absorption and primary activated carbon adsorption.

Wastewater: The production wastewater of the project is not discharged externally, and the domestic wastewater is discharged into the Guanhe River after being treated and meets the standards by Lianyungang Dongjiang Water Service Co., Ltd.

Solid waste: The hazardous solid waste generated in this project will be collected and disposed of by qualified units, while domestic waste will be collected and treated uniformly by the environmental sanitation department.

Noise: The project adopts a reasonable layout of workshop equipment, selects high-quality and low-noise production equipment, and adopts measures such as shock absorption, noise reduction, and sound insulation.

4、 Key points of the conclusion of the post environmental impact assessment report

This project meets the requirements of national industrial policies, and the monitoring results of regional atmospheric, acoustic, and surface water environmental quality show that the operation of the project has not reduced the function of regional environmental quality. According to the monitoring results of pollution sources and online monitoring, under the current pollution prevention and control measures, all pollution factors can meet the emission standards. This report summarizes and analyzes the existing pollution prevention and control measures of the enterprise, and proposes rectification plans. The enterprise needs to carry out rectification according to the rectification plan proposed in this evaluation to ensure that all pollutants meet the discharge standards. In the future operation and management process, enterprises should strengthen the operation and maintenance of various environmental protection measures, regularly monitor pollution sources, conduct drills in accordance with the environmental risk emergency plan, improve environmental risk prevention measures, and further reduce the occurrence of environmental risk accidents.
